Alright, theres been quite a fuss over yin yang manipulation, advanced elements, and basic ones. In fact, it almost tore this site apart.

We've all been told that Ninjas are able to combine elements. That is actually false. No where in the anime/manga has it been featured that Shinobi are able to do so.

So now you may be asking, "Well how come ninja's like Haku can use ice?!?!?!?"

That in itself is Yin Yang manipulation, not fusing elements. Haku did not use water and wind to make Ice and the manga/anime didn't show it either. He may have used his breath and the mist to form the ice, but then where does Wind come into this equation? Nowhere. It was most likely part of his bloodline that he could turn water into ice as well as use it.

Now to further continue, Yin Yang manipulation can be used by all ninjas, but to an extent. Without a bloodline, Yin yang manipulation is considerably more difficult, but still possible. Sound jutsu utilized by sound ninja is an example, but even then the sound ninja's used tools to make the sound in the first place. So it would seem that if what is trying to be manipulated is not already existing, it's not possible to use it for ninja's without a bloodline.

When used with a bloodline, a ninja can create very powerful techniques like the Sharingan and Byuakugan. In fact, with a bloodline a Ninja can possibly do just about anything. Although, what is allowed on the RP site is a completely different story...

As stated before, combining elements has not been proven and thus will not be used. Any technique that involves combining elements is then nullified...

Ok thank you wyn.

Well you may wonder what the limits of Yin-Yang manipulation is. Well there isn't one. Now you may be saying "THATS BLOODY MAD!!" well your right thats why we Need limits. So we are creating a council with a forum in the creation section. It will have a template for which you may create your own Yin yang manipulation. It will then go under review by the council. You must get at-least 3/5 O.K.'s to be able to use it. However just because you got it O.K.'d by the council doesn't mean you can skip the rest of the approval process. You must still go through making a bloodline and a jutsu's for it.

Now also most people realize that IT NOT FAIR THEY GET THERE BLOODLINE AND BASIC ELEMENTS. Well yes and no. If you have a bloodline you can usually only use 1 basic element along with it but it can be more depending on our decision (on the strength of the bloodline). Now for everyone else you can use 3 basic elements along with a very well minimal Yin yang manipulation such as clones.

I think that covers about anything if you have any questions post them here and i will answer them.

One more thing about the elements. Every ninja will get one dominant and the rest of their elements will be recessive. In the case of Yin yang, the Yin yang is ALWAYS dominant. The Dominant element should be what the Ninja is best capable of doing and the recessives would be much weaker.

This is specifically important when making jutsu list. Your Dominant should be what the highest ranking jutsu lay in while the recessive lay much lower.
